Description:
The goal of the project is to secure downstream contracts from the Turkmenistani Government for the upgrade of the Turkmenbashi Oil Refinery. The objectives of the project are twofold:
i) to strengthen the capacity of Turkmenneftegaz and the Ministry of Oil and Gas in the area of Western business practices; and
ii) to develop a financial proposal package to be utilised in negotiating financing for the Turmenbashi Oil Refinery upgrade.
This project will assist officials at Turkmenbashi Refinery to secure financing for an upgrade of the refinery through the use of Western-style business practices. The project will include the development of organizational capacity and training of both technical and financial specialists through the development and negotiation of a financial proposal package.
