Description: In Sevastopol, most of the heat and hot water for urban dwellers as well as steam for industry is provided by a district heating (DH) system, with heat and hot water produced in heat-only-boiler (HOB) plant and combined-heat-and-power (CHP) plant transported through pipeline networks to substations to buildings. The heating season in Sevastopol is short, running from beginning of November until the middle of March (about 4.5 months) with an average temperature of 4.4 degrees Celsius. Due to the large drop in heat demand since independence, the present HD system is currently oversized for today's heat demand, resulting in a very low heat load density of 0.86 Gcal/hour/kilometer of DH pipeline.
The proposed Sevastopol Heat Supply Improvement Project aims at addressing the sector issues by (a)supporting the implementation of a policy that promotes energy savings and reduces the demand for high-cost energy imports, (b) facilitating the implementation of measures within the public services to improve energy efficiency in heating systems and thereby the reliability and service levels of heating and hot water services, (c) improving cost recovery of heating and hot water services; and (d) providing investment funds, the lack of which has been highlighted as the main impediment to implementation of energy efficiency measures.
The key development objective of the proposed Sevastopol Heat Supply Improvement Project is to increase the efficiency, enhance energy conservation and improve the reliability and service levels in the heating system in Sevastopol through introduction of decentralized mini-boilers in the areas of worst heating conditions and key public buildings. The project would further promote sound cost recovery policies and practices and the development of a hew heating enterprise, Sevteploservis, which would operate on a commercial basis.
