The 6th Workshop for Asia

[Summary]

The 6th Workshop for Asia was held in Japan from 26 October to 8 November 2003. The workshop focused on Energy Efficiency, Cleaner Production (CP) and Clean Development Mechanism (CDM). Fifteen participants included officials and experts in governmental organizations or ministry, researchers, engineers, and environmental specialists from China, Indonesia, Philippines, Thailand, and Vietnam.

The main objectives of the workshop were to identify Energy Efficiency and Cleaner Production technologies which contribute to the reduction of greenhouse gas emissions and to disseminate such information among developing countries. The participants received guidance in recognizing the factors preventing the extensive use of technologies proven to be effective in reducing greenhouse gas emissions.

The participants were commissioned to prepare country reports which identified the problems and factors that are preventing the widespread use of clean technology. The major barriers preventing technology diffusion included: lack of awareness at various levels of stakeholders, lack of technical capability of technicians to solve simple problems in factories, limited fund allocated for maintenance, weak law enforcement, and lack of political will. The reports concluded that governments need to pass legislation conducive to the promotion of energy efficiency, CDM and CP, and then develop the Implementing Rules and Regulations (IRR) in order to build a mechanism/system for the industries to follow.
