The 4th Capacity Building Seminar for CEE/FSU Countries
The 4th Capacity Building Seminar for the Central and Eastern European (CEE) countries, and the Former Soviet Union (FSU) Countries was held in Tutzing, Germany on 20-24 September 2003. Fifty eight experts from Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Kazakhstan, Latvia, Lithuania, Macedonia, Moldavia, Poland, Romania, Russian Federation, Slovakia, Slovenia, Ukraine and Uzbekistan, and from several OECD/IEA countries participated in the seminar which focused on the exchange of best practice experiences with both energy efficiency projects and policies and measures with regard to climate protection in CEE and FSU countries. In the seminar, the following issues were discussed in particular:
- Emissions trading
- Joint Implementation (JI) and Clean Development Mechanism (CDM)
- Incentive schemes for Renewables
- Combined heat and power generation (CHP)
- Building renovation and employment effects
Emissions trading was rated as a very appropriate tool to do business between countries in transition and OECD countries. In that respect, the EU directive for emissions trading is very helpful for the CEE countries where potentials are very high. The low prices per reduced ton of greenhouse gas emissions, and the high transaction costs are considered to be major problems in many CEE countries.
Co-generations projects should be developed with high priority. They secure high levels of energy efficiency and sustainability of energy use. The existing and emerging CHP centres in the CEE countries should be supported.
Building renovation plays a decisive role in reducing greenhouse gas emissions in all European countries. To encourage more building renovations, new investment schemes need to be developed and existing ones should be applied for the CEE countries. In this context, third party financing plays an important role.
This seminar was scheduled in parallel with a meeting of the CTI Executive Committee, thereby allowing for some meaningful interaction between seminar participants and the CTI country representatives.
