[Summary]
CTI / Industry Joint Seminar on Technology Diffusion in Eastern Europe and Central Asia was held on 28-29 October at the Vienna International Center, Austria. This seminar was organized by the CTI and the UN Industrial Development Organization (UNIDO), in cooperation with the Secretariat of the UNFCCC and the Austria Ministry of Economics and Labor. There were 105 participants from 36 countries, intergovernmental organizations, non-governmental organizations (NGOs), business and industry groups, and academic institutions. They included, among others, representatives from the UNFCCC, the EGTT (Dr. Vute Wangwacharakul of Thailand), the IEA Clean Coal Centre, European Union, east European and central Asian countries, Japan, and the United States.
Lack of capacity and a variety of barriers are frequently cited as impediments to the successful transfer of climate-friendly technologies; therefore, the theme of the seminar was "Challenges to the Governmental, Business and Financial Sectors for the Promotion of Industrial Technology Transfer". It was realized that there is clear role for multilateral and financial institutions in assisting local project developers and for assisting in market reforms. One of the main points raised was that while some cooperation is taking place in the field of capacity building, it is unclear as to what extent, if at all, such cooperation is taking place in relation to financing. It was therefore recommended for the implementation of such cooperative programmes to strengthen the coordination among the responsible international institutions.
